Abstract

Analyzing the impacts of disasters and secondary effects in the history of Istanbul, it is seen that they were greatly effective at the city scale. These fires destroyed significant historical texture and historical and cultural heritage of Istanbul. Fire prevention applications which can be differ according to city’s urban fabric are very important for right response to fires. This study emphazise to develop a strategic protection proposal which is to aim optimum solution by considering historical texture of İstanbul. The study focuses on a fire-response research method which is created in the GIS system by using statistics of annual fire and duration of fire response. Fatih district of Istanbul province was selected as the sample area. As a result of this study, It is propose to create of the Fatih district fire risk map, to determine special vehicles needing, to recommend likely fire stations and fire hydrant locations.

Özet

İstanbul tarihindeki afetler ve zincirleme etkileri incelendiğinde, yangınların büyük ölçüde etkili olduğu görülmektedir. Bu yangınlar İstanbul’un tarihi dokusunu önemli ölçüde harap etmiş, tarihi kültürel mirasın da silinmesine neden olmuştur. Yangın önleme çalışmalarının yerleşim dokusuna göre çeşitlilik arz etmesi yangınla doğru mücadele için oldukça önemlidir. Çalışmada amaç, tarihi dokuyu göz önüne alan optimum çözüme ulaşmayı hedefleyen stratejik bir koruma önerisi geliştirmektir. Çalışma yıllık yangın ve yangına müdahale süre istatistiklerini kullanan CBS ortamında oluşturulacak bir yöntem araştırmasına odaklanmaktadır. İstanbul İlinin Fatih İlçesi örneklem alan olarak seçilmiştir. Çalışma sonucunda, yangınla mücadele için, Fatih ilçesi yangın risk haritasının oluşturulması, özel araç ihtiyacının saptanması, yeni müfreze ve hidrant yerlerinin önerilmiştir.
